mkpcadir.pl: Most, if not all, of the recommended patches are to be found only inside the *_Recommended.tar.bz2 patch sets.  We have to unpack these, allowing for .tar.bz2 and .zip forms.  Once unpacked, we have to translate the unpacked patches they contain into a form that pca can understand, namely by tarring and then compressing them.  Add a commandline option to allow the user to override our choice of temporary directory.
